The ONT is considered your demarcation point, so everything before it is AT&T responsibility and everything after ("inside wiring") is your responsibility. Since the ONT is detecting the issue, it's on AT&Ts side. As long as you don't tell them you messed with wiring, the issue is on AT&Ts side and the repair will be free.
